A missing author does not mean “Anonymous” unless the work is actually signed that way. Move the title into the author position according to source-type rules, then use a shortened title in text.
For a group author, spell out or abbreviate according to the organization and clarity. Make sure the reference entry begins with the same group name readers use to locate it.
